The flag features a blue field with the cities coat of arms at the centre. Above and below the coat of arms is the text City of Welland / Ville de Welland. The coat of arms features a yellow shield with an orange lion. On each side of the shield are a front view of two ships representing Welland as a centre of shipping. Below the shield is a scroll with the city motto "where rails and water meet," highlighting its strategic location along the Welland Canal and Welland River. These waterways have been pivotal in shaping the city's development, facilitating transportation and trade, and contributing to its economic growth.
In addition to its official flag, Welland actively celebrates its Francophone heritage. Designated as a Francophone community under Ontario’s French Language Services Act, the city honours this aspect of its identity through various initiatives. For instance, on International Francophonie Day, Welland holds ceremonial flag-raising events at City Hall and illuminates Bridge 13 in green and white, the colours of the Francophonie.
